The aim of this paper is to provide a long-term overview of the evolution of regulation of public service utilities in Spain: electricity, postal services & telecommunications. Differences: labour, capital and technological intensity; dynamics of demand and historical regulatory trajectories  Economic and social regulation of these services is key to the success or otherwise of the economy

What made regulation in Spain different?

We can identify three main phases in the evolution of regulation of these sectors: Phase I. Until 1880s, a period characterised by liberal ideas. Phase II: From the 1880s until the 1970s, a period characterised by inward looking policies, and dictatorships. Phase III: From the mid 1970s, a period marked by democratic transition, European integration and the internationalization of public services.  Three central concepts are used to analyse the evolution of the regulation of the three sectors from the C19th to the present: Liberalization (market entry). Ownership (privatization) Market structure (monopoly, competition) – Telecoms. Vertical Integration (unbundling): Electricity. International comparative analysis of Spanish-EU12 regulation of the three sectors using OECD (2009). Analysis of key characteristics making Spain different.
